In order to meet the promise of a nation where bicycling is safe, comfortable, and open to all we must address systemic disparities, build a more diverse movement that truly represents our communities, and speak with one voice for a Bicycle Friendly America for Everyone.<\/p>\n<h2>\n\t\tCentering Equity\n\t<\/h2>\n\t<h6 dir=\"ltr\">(Last updated December 10, 2021)<\/h6>\nIn order to meet the promise of a nation where bicycling is safe, comfortable, and open to all we must address systemic disparities, build a more diverse movement that truly represents our communities, and speak with one voice for a Bicycle Friendly America for Everyone.\nWe must continually reflect on the inequities in our society and what we can do as an organization to address these in our work to make bicycling safe, comfortable, and accessible to all.\nWe have much more work to do to welcome, to listen, learn and act to make our organization better and more effective through partnership and action. We must do this work so that as an organization, we can participate authentically in building a future where streets truly are safe for everyone.\n<h4 dir=\"ltr\">HOW DO WE DO THAT?<\/h4>\nWe don&#8217;t want these to be just words. The League put EDI objectives and strategies into its Strategic Plans of 2015 and again in 2018, and updated our Mission and Vision statements to reflect the commitment that everyone should be able to bike &#8211; for transportation, for well-being, or for the pure joy of it. While the League has made progress on equity, diversity, and inclusion since we launched the Equity Initiative and Women Bike Program in 2013, we could have done much more. We should have.\nThere is still much that needs to be done. Here are some of the changes we&#8217;ve worked on since then:\n\t\t\t\t\t<a href=\"javascript:void(0);\" id=\"fl-accordion--label-0\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-0\">BOARD, STAFF, AND OPERATIONS<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-0\" tabindex=\"-1\" aria-controls=\"fl-accordion--panel-0\"><i>Expand<\/i><\/a>\n\t\t\t\t\t<ul>\n<li>Staff participated in two EDI trainings<\/li>\n<li>Established organizational EDI Statement and Board EDI committee<\/li>\n<li>Bi-monthly EDI-focused staff discussions<\/li>\n<li>Tracking member demographics<\/li>\n<li>Board EDI Training<\/li>\n<li>New Staff EDI Training<\/li>\n<li>Monthly Staff EDI accountability meetings<\/li>\n<li>Established a new hiring and recruitment policy and process<\/li>\n<li>Promote need for Board diversity in request for applicants<\/li>\n<li>New values statements and Strategic Plan reflects EDI commitment<\/li>\n<li>Increased Board diversity and representation<\/li>\n<li>EDI onboarding process for new staff members<\/li>\n<li>Contracting and Supplier Diversity Policy and Process created<\/li>\n<\/ul>\n\t\t\t\t\t<a href=\"javascript:void(0);\" id=\"fl-accordion--label-1\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-1\">COMMUNICATIONS, RESEARCH, AND PUBLICATIONS<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-1\" tabindex=\"-1\" aria-controls=\"fl-accordion--panel-1\"><i>Expand<\/i><\/a>\n\t\t\t\t\t<ul>\n<li>Publishing groundbreaking reports on EDI in bicycling and bicycling advocacy<\/li>\n<li>Showcasing BIPOC-serving and -led bike advocacy and educational programming in communications channels and in research publications<\/li>\n<li>Improving representation in our resources, campaigns, and publications including American Bicyclist<\/li>\n<li>Tracking and ongoing reporting on demographics and disparities of bicycle ridership and safety of people of color in the Biking and Walking Benchmarking\u00a0Project at\u00a0<a href=\"https:\/\/data.bikeleague.org\/\" target=\"_blank\" rel=\"noopener\">data.bikeleague.org<\/a><\/li>\n<li>Showcasing leadership in bike equity through new Kittie Knox Award<\/li>\n<li>Published\u00a0<a href=\"https:\/\/bikeleague.org\/sites\/default\/files\/LAB-Reconnecting-New-Majority-Report-final.pdf\" target=\"_blank\" rel=\"noopener\">Reconnecting to the New Majority<\/a>\u00a0to update data from 2013&#8217;s New Majority Report and articulate priorities for improving equity in bicycling<\/li>\n<li>Outreach to BIPOC serving organizations and events to investigate partnership opportunities like joint memberships and co-promotion<\/li>\n<\/ul>\n\t\t\t\t\t<a href=\"javascript:void(0);\" id=\"fl-accordion--label-2\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-2\">FEDERAL AND STATE ADVOCACY<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-2\" tabindex=\"-1\" aria-controls=\"fl-accordion--panel-2\"><i>Expand<\/i><\/a>\n\t\t\t\t\t<ul>\n<li>Working with a task force of the Transportation Equity Caucus to identify Highway Safety Grant funds used for enforcement, and work to redirect them to non-police enforcement and other effective education and behavior change options<\/li>\n<li>Advocating for federal requirements to ensure Automated Vehicles must pass a Vision Test including the ability to &#8220;see&#8221; and respond to people, of all races and ethnicities, bicycling, walking or using mobility devices. This advocacy led to the\u00a0<a href=\"https:\/\/www.autonews.com\/mobility-report-newsletter\/are-crash-avoidance-detectors-less-accurate-people-color\" target=\"_blank\" rel=\"noopener\">introduction\u00a0<\/a>of the Crash Avoidance System Evaluation (CASE) Act<\/li>\n<li>Increased diversity of presenters and attendees at the National Bike Summit through Equity Scholarship Program<\/li>\n<li>Continued engagement with the Transportation Equity Caucus to ensure League-supported policy is inclusive of everyone, including people with disabilities, and of all races and ethnicities<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n\t\t\t\t\t<a href=\"javascript:void(0);\" id=\"fl-accordion--label-3\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-3\">SMART CYCLING EDUCATION PROGRAM<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-3\" tabindex=\"-1\" aria-controls=\"fl-accordion--panel-3\"><i>Expand<\/i><\/a>\n\t\t\t\t\t<ul>\n<li>Increased diversity of the national network of League Cycling Instructors and Coaches through a focused scholarship program in partnership with Quality Bicycle Products and the Be Good Foundation<\/li>\n<li>Created the category of Organizational Coach, which enables state and local organizations to participate in selecting a more representative Coach to facilitate local LCI seminars<\/li>\n<li>Tracked demographics and effectiveness of Smart Cycling classes through an online registration system<\/li>\n<li>Translated Smart Cycling Quick Guide and Smart Cycling Manual into multiple languages<\/li>\n<li>Broadened the diversity and representation in our Coach network by adding more BIPOC educators and greater gender diversity; highlights new data and analysis that show the new majority that elected a president is also playing a key role in shifting transportation demand toward safe, accessible and equitable bicycling in their communities.<\/p>\n<p><strong>&#8220;<a href=\"https:\/\/bikeleague.org\/sites\/default\/files\/equity_report.pdf\">The New Majority: Pedaling Towards Equity<\/a>&#8220;<\/strong>\u00a0showcases stories of powerful local efforts opening up new lanes to bicycling in communities too often overlooked by traditional transportation planners and bicycling advocates &#8211; and highlights an increasingly powerful and growing constituency that is cultivating new campaigns and bike cultures that address the needs, serve the safety and improve the health of all residents who ride &#8211; or want to ride.\u00a0<a href=\"https:\/\/bikeleague.org\/sites\/default\/files\/equity_report.pdf\">Read the full report<\/a>.<\/p>\n\t\t\t\t\t<a href=\"javascript:void(0);\" id=\"fl-accordion--label-1\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-1\">Engaging Youth in Bicycle Advocacy (November 2013)<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-1\" tabindex=\"-1\" aria-controls=\"fl-accordion--panel-1\"><i>Expand<\/i><\/a>\n\t\t\t\t\t<p>Equity Advisory Council member Devlynn Chen worked with the League and the Local Spokes&#8217; Youth Ambassadors program this summer to create a case study on the motivations for youth in riding, and how they view bike advocacy. The result? A new report, &#8220;<strong>Engaging Youth in Bicycle Advocacy<\/strong>,&#8221; which includes key findings and the promise of further research and engagement with a national survey.\u00a0<strong><a href=\"https:\/\/bikeleague.org\/sites\/default\/files\/youth_report.pdf\" target=\"_blank\" rel=\"noopener\">Read the full report.<\/a><\/strong><\/p>\n\t\t\t\t\t<a href=\"javascript:void(0);\" id=\"fl-accordion--label-2\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-2\">Together in the Streets (March 2014)<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-2\" tabindex=\"-1\" aria-controls=\"fl-accordion--panel-2\"><i>Expand<\/i><\/a>\n\t\t\t\t\t<p>Bicycles have long been a vehicle for social change in the United States, from the Good Roads movement to today&#8217;s community rides. But for many of those we&#8217;d like to reach, the bicycle&#8217;s potential can be dismissed with a few key descriptors: unsafe, privileged, entitled. Our work as advocates often focuses on remedying the historical shift from human-scaled streets to highways, but this exhibit draws attention to another form of separation that is intrinsic to U.S. history: segregation by race. Today we are releasing a report,\u00a0<a href=\"https:\/\/bikeleague.org\/\/sites\/default\/files\/League_internal_equity_web.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Integrating Equity in Bike Advocacy<\/strong><\/a>, that shares the process we&#8217;ve been developing. This report\u00a0includes a timeline tracing the evolution of our Equity Initiative, our framework for integrating equity into each League program, and some lessons we have learned. The social psychology concept of &#8220;unfreezing&#8221; habit suggests that it can. What the ciclov\u00eda model offers is a way to take our mindset, as people who currently walk and bike, and project it onto the much bigger screen of the street. In &#8220;The New Movement: Bike Equity Today&#8221; we showcase the work of many people and projects around the country leading the way in building a bike movement with social equity at its heart. And how do we make sure traditional advocacy organizations value and genuinely incorporate their perspectives &#8211; even when it exposes our blindspots or runs counter to our experiences? And those are exactly the questions Dr. Adonia Lugo examines in\u00a0<a href=\"http:\/\/www.bikeleague.org\/sites\/default\/files\/Youth_Bike_Summit_Report_web.pdf\"><strong><em>Who Participates in What Processes: From groupthink to democracy in bicycle policy advocacy<\/em><\/strong><\/a>\u00a0&#8211; a report based on Lugo&#8217;s academic expertise, personal experience and participation in the 2015 Youth Bike Summit.<\/p>\n\t\t\t\t\t<a href=\"javascript:void(0);\" id=\"fl-accordion--label-7\" tabindex=\"0\" aria-controls=\"fl-accordion--panel-7\">Equity of Access to Bicycle Infrastructure (September 2015)<\/a>\n\t\t\t\t\t\t\t\t\t\t\t<a href=\"#\" id=\"fl-accordion--icon-7\" tabindex=\"-1\" aria-controls=\"fl-accordion--panel-7\"><i>Expand<\/i><\/a>\n\t\t\t\t\t<p>The League commissioned Rachel Prelog, a graduate student in Texas A&amp;M&#8217;s Department of Landscape Architecture and Urban Planning, to write this new report to serve as another resource for those interested in bicycle equity.\u00a0The purpose of this report is to provide tangible GIS methods for investigating the equity of access to bicycle infrastructure. In order to develop a full understanding of the context behind the methods, it will provide an overview of equity issues and define types of transportation equity paradigms related to bicycle equity.
